When an importer looks at coastal shipping for the first time, the calculation often starts with a simple question: will it cost less than moving the cargo by road? That's a reasonable place to start, but it isn't enough.
For products such as edible oil and grain, the way cargo is handled can have as much impact on the overall cost as the freight rate itself. Storage, port infrastructure, loading and unloading, transit time, road connectivity and inventory planning all come into the picture — particularly when the volumes are large.
Moving a few tonnes and moving several thousand tonnes are two very different logistics problems. For a large importer, shifting a significant part of a domestic journey from road to sea can potentially change the economics of the entire supply chain. But it needs to be planned properly.
Why Bulk Importers Look at Coastal Shipping
Road transport has an obvious advantage: flexibility. A truck can collect cargo from the port and take it directly to a warehouse, factory or customer — no vessel schedules to work around.
The problem comes when the distance is long and the cargo is heavy. A company importing large quantities of grain, for example, may need dozens or even hundreds of truck movements to distribute a shipment over a long distance — fuel, tolls, drivers, vehicle availability and road congestion all add up. Depending on the product and the way it's imported, edible oil may be moved in bulk and require suitable tanks and transfer equipment, an area where industry standards are shaped by bodies such as the Solvent Extractors' Association of India. That means an importer considering coastal shipping needs to look at both ends of the movement: can the origin port handle the cargo efficiently, is suitable storage available at the destination, and can the oil be transferred safely from the vessel into storage?
A coastal route may look attractive on a freight-rate comparison, but if the destination has inadequate storage or requires expensive additional handling, some of that advantage can disappear. The complete route matters more than the ocean freight rate alone.
Grain Has a Different Set of Problems
Grain imports bring their own considerations. Moisture is one of the obvious concerns — storage conditions need to be appropriate for the commodity, and the importer needs to consider contamination, pests and general product quality, an area where FCI's storage and handling standards offer useful reference points even for private importers.
The length of time the grain remains in storage also matters. If a shipment moves almost immediately to a processing facility, the storage requirement may be relatively simple. If the importer is building inventory for weeks or months, the warehouse becomes a much more important part of the supply chain — what happens after the vessel arrives can be just as important as the vessel movement itself.
Coastal Shipping Doesn't Eliminate Trucks
It's easy to think of coastal shipping as an alternative to road transportation. In reality, the two usually work together. A typical movement might look like: Supplier → origin port → coastal vessel → destination port → warehouse → customer.
There may be road transportation at both ends — the difference is that the longest part of the journey can potentially be handled by sea. For a bulk importer, that reduces dependence on long-distance trucking and makes the road component easier to manage, since trucks are used for shorter distances rather than carrying cargo across the entire country.
Don't Compare Only the Freight Rates
Suppose coastal freight is cheaper per tonne than road freight — that sounds like a clear win. But add origin transport, port handling, loading, coastal freight, destination port charges, unloading, storage, final-mile transport and inventory holding costs, and the difference may be smaller than expected.
On the other hand, if the shipment volume is large enough, the savings can still be substantial even after those additional costs are included. The right exercise is to calculate the landed logistics cost, not just the transport rate.
Volume Changes the Calculation
Coastal shipping tends to become more attractive as the volume increases. If a company needs to move a small quantity urgently, organising a coastal movement may not be practical — a truck is simpler.
But imagine an importer moving thousands of tonnes of grain or edible oil. Trying to move the entire volume over a long road route means coordinating a large number of vehicles. At that scale, it becomes worthwhile to ask whether the cargo can be consolidated and moved by sea. The savings don't necessarily come from one spectacularly cheap freight rate — they come from changing the way the entire volume is moved.
Seasonal Demand Makes Storage Important
Grain and other agricultural commodities can be affected by seasonal buying patterns. An importer may want to build inventory before demand increases — but if a large coastal shipment arrives at the destination port, where does it go? The answer needs to be worked out before the vessel arrives.
There needs to be enough storage capacity, suitable handling arrangements and a plan for distributing the goods. Otherwise, the importer can end up paying for cargo to wait at the wrong place. A good coastal shipping plan starts with the destination, not just the vessel.
Warehousing Can Change the Way the Supply Chain Works
A warehouse can act as a buffer between the import shipment and customer demand. Suppose an importer receives a large shipment but customers only require smaller quantities each week — there's no reason to move the entire shipment directly to individual customers. As part of a broader supply chain strategy, the cargo can be positioned at a suitable storage location and released according to demand, subject to the applicable storage and customs requirements. That gives the importer more flexibility and means the company isn't constantly arranging long-distance transport for every customer order.
Where an FTWZ Comes Into the Picture
This is where an FTWZ (Free Trade Warehousing Zone) may be worth considering for some businesses. It operates within India's applicable SEZ and customs framework and can provide a customs-controlled environment for eligible imported goods — offering another way of managing inventory for an importer that doesn't need to immediately move the entire shipment into domestic circulation.
Goods may be held before being cleared for domestic use, distributed according to customer requirements, or handled for other permitted transactions. The exact treatment depends on the nature of the goods, the transaction structure and the applicable regulations — so an FTWZ shouldn't simply be viewed as a place where goods are stored to avoid duty. A better way to look at it is as one possible part of a broader import and inventory strategy.
Coastal Shipping and FTWZ Can Work Together
Consider an importer bringing a large quantity of goods into India where the cargo enters through one port, but the main customer base is located closer to another coastal region. The importer could evaluate a model where the goods move by coastal shipping to a more suitable destination and are then stored and distributed from there.
The supply chain might look something like: International supplier → Indian port → coastal shipping → FTWZ / warehouse → domestic clearance → customer. The important point is that coastal shipping handles the long-distance movement while warehousing provides inventory flexibility.
Not every port is equally suitable for every commodity. For edible oil, the availability of suitable liquid-bulk infrastructure and storage is important. For grain, the importer needs to consider cargo handling, storage conditions and the movement of the product after unloading.
Port congestion is another factor — if the cargo reaches the destination but then spends several days waiting for handling or onward movement, the expected benefit can be reduced. Importers should look at the operating history and infrastructure of the route rather than choosing a port simply because it's geographically closer.
Transit Time and Reliability Need to Be Viewed in Context
Road transport will often be attractive when speed is the main priority. Coastal shipping requires vessel scheduling, loading, sailing and unloading, so the overall transit can take longer — but that doesn't automatically make it the more expensive option.
If an importer has planned its inventory properly, it may be perfectly acceptable for a shipment to take longer to arrive. The cheapest route also isn't necessarily the best one if it isn't reliable — businesses should look beyond the quoted rate and consider how predictable the route is, how often vessels are available, and whether storage and trucks are ready when the cargo arrives.
A Simple Example
Take an importer bringing in a large quantity of edible oil. The cargo arrives at a western Indian port, while a significant portion of the demand is in another coastal region. One option is straightforward: import port → long-distance road transport → storage/customer. The alternative is: import port → coastal vessel → destination port → storage → customer.
The second option has another port movement and handling stage, but it may also reduce the amount of long-distance road transport required. The importer should compare the complete cost of both — if the coastal route saves enough on the long-distance movement to compensate for the additional handling, storage and port costs, it may be worthwhile. The same basic calculation applies to grain and other suitable bulk commodities.
What Should an Importer Check Before Choosing Coastal Shipping?
A few practical questions help: How much cargo is being moved, and how regularly? What type of cargo is it — liquid bulk and dry bulk require different infrastructure. Where does the cargo need to go, and how much storage is required when the vessel arrives? How important is speed versus cost? What happens after the vessel arrives, and is the last-mile plan ready before the cargo reaches the destination port? Would an FTWZ add useful flexibility for eligible goods?

For edible oil and grain importers, coastal shipping can be an attractive option when large volumes need to move over significant distances. But the decision shouldn't be made by comparing two freight quotations — the importer needs to look at the entire journey: how the cargo will be handled, where it will be stored, how quickly it needs to move, and how much road transport will still be required.
For some businesses, the answer may be conventional road transport. For others, it may be a combination of coastal shipping, warehousing and road distribution — and where the business model and applicable regulations allow it, an FTWZ can add another layer of customs and inventory flexibility.
